Present as the guest of honour for the event was Hj Azmi Hj Mohd Hanifah, Deputy Permanent Secretary (Energy & Industry) at the Prime Minister's Office. The International Atomic Energy (IAEA) in cooperation with the Government of Brunei through the National Nuclear Energy Agency are organizing the workshop which takes place from the 16th until the 27th of November.
The main objective of this workshop is to help decision makers and those responsible for establishing radiation safety infrastructure in their country to obtain knowledge and develop the skills and abilities needed for success in this undertaking. The workshop is intended to provide information, guidance and tools to assist the key personnel in developing the systematic approach in identifying, understanding and managing the interrelationships of the various elements of radiation safety infrastructure. The workshop will also help to accumulate and disseminate information and guidance that will help Member States to: - Acquire the understanding and awareness of the need to establish national infrastructure for radiation safety that includes the legal basis, establishment of the national regulatory body and implementation of a national regulatory control system.
- Enhance awareness about the protection and safety requirements of the International Basic Safety standards.
- Establish a management framework for planning and implementing a safety infrastructure in compliance with international standards.
- Acquire the basic knowledge and practical skills essential for the implementation of the relevant IAEA Safety Standards
The workshop was attended by international delegates from
Cambodia, Fiji, Nepal, Palau, Papua New Guinea and the Philippines.

The Minister of Energy at the Prime Minister’s Office, Yang Berhormat Pehin Datu Singamanteri Colonel (R) Dato Seri Setia (Dr.) Awang Haji Mohammad Yasmin bin Haji Umar attended the 12th APEC Energy Ministers’ Meeting that was held in Cebu, Philippines on the 13th of October 2015. The Meeting was hosted by the Philippines Department of Energy, with the keynote address delivered by the Honorable Loren Regina B. Legarda, Senator of the Republic of the Philippines and the welcoming remarks were delivered by the chairperson, Her Excellency Secretary Zenaida Y. Monsada of the Department of Energy. The Meeting brought together 21 APEC economies as well as organisations such as the International Energy Agency and the International Energy Forum. The Asia-Pacific is one of the fastest growing regions in the world with an annual increase of about 3 percent in energy consumption. Parts of the region are prone to natural disasters and the effects of climate change, therefore threatening the energy resiliency of the affected economies. In addressing the rising common challenges on energy resiliency, the Ministerial Meeting this year carries the theme “Towards an Energy Resilient APEC Community”. The Meeting serves as a platform for member economies in the Asia-Pacific region to strengthen cooperation for mutually beneficial and win-win outcomes. Four topics were discussed namely climate proofing energy infrastructures, development of cutting edge energy efficiency technologies, communitybased clean energy use in “energy-poverty-stricken” areas and improving energy trade and investment among APEC economies. The Meeting saw the adoption of the Cebu Declaration in which the ministers recognised the importance of energy resiliency in promoting energy security and sustainable development. The declaration encouraged member economies to improve the robustness of their energy infrastructure through capacity building, sharing of information and promoting best-practices. The declaration also recognized the importance in providing reliable and secure supply of energy to remote communities. The meeting also held an APEC Ministers and CEOs dialogue titled “Sustainable and Resilient Energy for Inclusive Growth”. This dialogue focused on increasing the region’s Renewable Energy potential and strengthening energy infrastructure in the face of climate change. At the meeting, APEC Energy Ministers reaffirmed its vision towards achieving the APEC aspirational target of reducing aggregate energy intensity by 45 percent from 2005 levels by 2035, and doubling the share of renewbles in the APEC energy mix from 2010 levels by 2030. The 13th APEC Energy Minsiters’ Meeting will take place in Peru in 2016.

The 33rd ASEAN Ministers on Energy Meeting (AMEM) and its Associated Meeting was held on 7 to 9 October 2015 in Kuala Lumpur, Malaysia. Brunei Darussalam was represented by the Minister of Energy at the Prime Minister's Office, Yang Berhormat Pehin Datu Singamanteri Colonel (R) Dato Seri Setia (Dr.) Haji Mohammad Yasmin bin Haji Umar. ASEAN Ministers of Energy gathered in a two-day meeting with the theme “ASEAN Powering Towards a Greener Community” under the chairmanship of His Excellency Datuk Seri Panglima Dr. Maximus Johnity Ongkili, Minister of Energy, Green Technology and Water of Malaysia, Chair of 33rd AMEM. The Meeting focused on the progress of energy cooperation in 2014 - 2015 under the ASEAN Plan of Action for Energy Cooperation (APAEC) 2010-2015 the development of its 7 work programme areas namely ASEAN Power Grid (APG), Trans-ASEAN Gas Pipeline (TAGP), ASEAN Form on Coal (AFOC), Energy Efficiency and Conservation Sub-sector Network (EE&C-SSN), Renewable Energy Sub-sector Network (RESSN), Regional Energy Policy and Planning Sub-sector Network (REPP-SSN) and Nuclear Energy Cooperation Sub-sector Network (NEC-SSN), all of which are relevant to building the greater ASEAN economic integration. The Meeting also discussed and endorsed the new draft of the APAEC series for 2016-2025 which will be implemented in two phases for 2016-2020 and 2021-2025 respectively. This renewed blueprint for energy cooperation in ASEAN sets out revived key action plans and strategies, together with more ambitious aspirational targets on the 7 work programme areas. Key aims include to reduce the ASEAN energy intensity by 20 percent by 2020 (based on 2005 levels) and to increase the component of renewable energy to 23 percent by 2025 (based on 2010 levels) in the ASEAN energy mix. The 12th AMEM Plus Three (AMEM+3) and the 9th East Asian Summit Energy Ministers Meeting (EAS EMM). The 12th AMEM Plus Three discussed the need to strengthen cooperation towards achieving energy security, economic growth and environmental protection. The 9th EAS EMM stressed on the importance of continued efforts towards energy security, improved energy access and affordability in the EAS region. Brunei Darussalam welcomes the new ASEAN target on energy intensity and renewable energy. With a national target to reduce the Total Primary Energy Supply by 63% by 2035, and increase share of renewable energy in the power generation mix by 10%, Brunei Darussalam reaffirmed its commitment towards a greater regional interest. At the 9th EAS EMM, Brunei Darussalam reported on the progress of on one of the fora’s work stream on Renewable and Alternative Power Generation (RAPG) as Co-Chair with the United States of America. The RAPG Work Stream was established in 2013 and for its work programme 2015-2016, among others, the Brunei National Energy Research Institute (BNERI) and the National Renewable Energy Laboratory (NREL) of the United States of America are developing a tool to identify the most climate-resilient areas for hydro (and eventually wind and solar) power. This simulation tool helps planners in the EAS member countries to analyse potential sites for climate significant concern which then provide risk mitigation suggestions. Part of the EAS EMM activities is the newly formed Energy Research Institute Network (ERIN) co-founded by BNERI and The Institute of Energy Economics, Japan in 2014 consisting of research institutes from 16 EAS countries. ERIN and the Economic Research Institute for ASEAN and East Asia (ERIA) has signed an Memorandum of Understanding for ERIN to support ERIA’s energy research activity. For 2015-2017, ERIA will be funding 4 studies for ERIN in which among the 16 top EAS energy research institutes, ERIA has selected BNERI to conduct a study on the development of Eco-Town Model in ASEAN. The other 3 studies on barriers to regional energy integration, integrative renewable energy technologies in lower Mekong region, and sea lane security of oil and LNG were granted to the Australian National University, Energy Instittue of VietNam and Japan respectively. This trust has increased BNERI’s profile in the EAS region. ERIN will be joined by energy research institutes from the United States of America and the Russian Federation. BNERI is the Chair for ERIN for 2014-2015.
Brunei Darussalam entry won second place in the ASEAN Energy Awards for Renewable Energy Project: Off-Grid category. The winning entry was a project on “10 kilowatt peak (kWp) Solar Photovoltaic (PV) system at Balai Ibadat Kampong Sukang” by the Ministry of Religious Affairs. The key outcome that transpired from the Meetings was the firm commitment of ASEAN member states, dialogue partners and international agencies in enhancing regional cooperation in the energy sector. The Minister of Energy and Industry at the Prime Minister's Office, Yang Berhormat Pehin Datu Singamanteri Colonel (R) Dato Seri Setia (Dr.) Awang Haji Mohammad Yasmin bin Haji Umar attended the 6th International Energy Forum Asian Ministerial Roundtable that was held in Doha, Qatar on 8th-9th November 2015. ![]() The biennial roundtable session was jointly hosted by the governments of the State of Qatar and the Kingdom of Thailand. Under the theme of "The New Energy Landscape: What Role for Asia?" the Roundtable brought together 20 countries across Asia represented by mainly Energy Ministers and Vice Ministers. International Organisations such as IEF, OPEC and IEA also participated in the Roundtable. The Roundtable was opened by the Guest of Honour, His Excellency Sheikh Abdullah bin Nasser bin Khalifa Al Thani, the Prime Minister of the State of Qatar. The Roundtable serves as an avenue for countries of energy producers and consumers to share their insights into achieving greater regional cooperation in addressing the issues currently facing the Asian energy market, specifically volatile oil prices, rapidly increasing energy demand and economic growth and climate change. This year, the roundtable discussed on the effect of the cyclical energy market on Asia, particularly the effect of volatile oil prices, the implications of the current economic trend on the Asian coal and gas market and the role of policy in driving the clean energy agenda in Asia. The key outcomes that transpired from the Roundtable was the importance of continuous dialogue between consumers and producers in order to reach development goals, as well as the necessity of all parties to take the steps needed in order to sustain investments in the energy sector to meet future energy demand and to achieve market balance. The meeting recognized that Asia remains a vital engine of growth for the world's economy, and that world economic stability is dependent on stable and transparent Asian Energy Policies. The meeting also reaffirmed the importance in discussing the continent's energy security, therefore urging international organizations and relevant agencies to become more active in addressing this challenge. Lastly, it was agreed during the meeting the importance of efforts in carbon footprint reduction, Renewable Energy and Energy Efficiency and Conservation for Asia's clean energy agenda.  Yang Berhormat Pehin shared his views as a panelist in the third session which discussed "Delivering on the Clean Energy Agenda: Prospects and the Role for Policy". In this session, Yang Berhormat Pehin highlighted Brunei Darussalam's efforts in clean modern energy including energy efficiency and conservation and renewable energy. Yang Berhormat Pehin reiterated the important role of policy in overcoming challenged in making the clean energy agenda successful. The official launch of the
Integrated Wells and Operations Training Centre located at the Brunei Asia
Pacific Shell Learning Hub (BAPSLH) took place on the 23rd of
November. Present as the guest of honour at the event was the Permanent
Secretary (Energy) at the Energy Department of The Prime Minister’s Office Yang
Mulia Dato Paduka Awang Haji Jamain bin Haji Julaihi. The event started with a
welcoming speech by the Managing Director of Brunei Shell Petroleum Co Sdn Bhd
Andrew Faulkner and was then followed by the launch and tour of the Integrated
Wells and Operations Training Centre. The introduction of the Wells
Training Centre is an addition to the learning hub’s aim of providing
additional opportunities in Brunei Shell’s efforts to drive improvements in the
business and achieve world-class standards in the technical and professional
capabilities of our people. The centre will provide Well control competency
training through a combination of classroom and simulator training. The upgrade
to this training facility includes the acquisition of high tech wells drilling
simulator.
The opening of this centre will
have impact in two areas – To develop and train employees more efficiently and
effectively, both on cost and time and; the addition of Wells training
capability will further increase the profile of the centre within the region
and beyond.

The Energy and Industry
Department at the Prime Minister’s Office (“EIDPMO”) organised an Enterprise
Open Day for Small and Medium Enterprises (“SMEs”). The Enterprise Open Day is
an event aimed at increasing awareness of the various enterprise support
services available as well as identifying issues faced by existing and upcoming
by entrepreneurs in Brunei Darussalam. The event was held at the Design
and Technology Building located in the Anggerek Desa Technology Park on
Tuesday, 19 January 2015 and will continue on Wednesday and Thursday from 8am
to 5pm. The Enterprise Open Day was based
around the theme, “Leading Economic Growth and Contributing to GDP for Brunei
Darussalam” and was officiated by the Guest of Honour, Minister at the Prime
Minister’s Office and Second Minister of Finance at the Prime Minister’s
Office, Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Haji Abdul
Rahman bin Haji Ibrahim.
 The Guest of Honour was also
given a tour of the booths set up by both government agencies and financial
institutions as well as the ‘Enterprise Issues’ log in desk and Business

In conjunction to the Enterprise
Open Day was the launch of the business.gov.bn website and the Central Payment
System (“CPS”). The business.gov.bn is a portal providing a single source of
information of business-related government services across various Ministries
and agencies. The CPS is a payment module under the E-Government Platform
enabling customers to pay via online for Government e-services. One biz will be
the first e-service to use CPS with the long term goal of expanding this
payment service to other Government e-services.
The ‘Enterprise Issues’ log in
desk is made available to collect information on any issues or challenges met
by local SMEs in Brunei Darussalam. Every issue raised will be logged and
assigned a case number to be analysed and addressed. The collection of these
issues will be used to improve the current services and processes made
available by the government to businesses in the sultanate.
 To
further add value to the event, presentations by Wawasan Secretariat, Monetary
Authority of Brunei Darussalam (“AMBD”) and Brunei Intellectual Property
(“BruIPO”) will be conducted on Wednesday and Thursday to provide insights and
information for those attending Enterprise Open Day. Business advisory clinics
will also be made available by various agencies including EIDPMO, various
banks, BruIPO and LiveWire. Enterprise Open Day saw the participation of
agencies both from government and financial institutions setting up support
service and information counters to assist enterprises to better understand the
assistance provided by the sultanate. They included Wawasan 2035 Secretariat,
Ease of Doing Business, FDI Centr, Registry
of Companies and Business Names from Ministry of Finance, Revenue Division from
Ministry of Finance, BruIPO, E-Government National Centre (“EGNC”), Labour
Department, Royal Customs and Excise Department, Tabung Amanah Pekerja (“TAP”),
AMBD, BAG Networks Sdn Bhd, Authority for Building Control & Construction

On the morning of January 18,
2016, Brunei Shell Petroleum Company Sdn Bhd (BSP) received a complaint
regarding the possible carrying out of activities involving the use of on
radioactive material from a resident in Kuala Belait. The complaint indicated that
the activities were taking place in an office building near his house by a
sub-contractor to a contractor to BSP. Upon receiving the complaint,
BSP immediately launched a thorough investigation on site. BSP can now confirm
that the results showed that there are no radio isotopes at the office building
and that no activities involving the use of any radioactive materials are
taking place at the location. All activities involving radioactive materials
are conducted at worksites and radioactive materials are stored at a safe and
secured location situated away from residents. In the course of carrying out
our investigation, BSP has identified that during the evening film processing
activities are carried out at the company’s office near the complainant’s home.
BSP can confirm that this is considered a normal activity and that it does not
involve the use of radioactive materials. BSP can also confirm that the
sub-contractor is registered and certified by the Energy and Industry
Department at the Prime Minister’s Office (EIDPMO) and holds a valid license to
carry out industrial radiography. On January 19th, EIDPMO was
also at site and carried out an independent inspection and investigation. No
radioactive materials were found by EIDPMO, there was no evidence of
radioactive activities and measurement of radioactivity level was normal. The complainant has been
advised on the situation and the matter is now resolved. BSP would like to thank
members of the public for their diligence for raising their concerns and
encourage the public to raise any questions or concerns with BSP directly or
EIDPMO at any time. |
